Anreizprobleme bei Hartz IV: Lieber ALG II statt Arbeit?

Abstract

Nachfolgend soll auf empirischer Basis geprüft werden, welchen Gruppen von ALG IIBeziehern aufgrund eines zu geringen Lohnabstands das ist der Abstand zwischen einem möglichen Erwerbseinkommen und dem gezahlten Transfereinkommen die notwendigen Anreize fehlen, eine reguläre Beschäftigung anzustreben. Zu diesem Zweck werden für charakteristische Haushaltstypen und Erwerbsmerkmale Lohnabstände im Rahmen alternativer Szenarien ermittelt, um den Kreis der Problemgruppen zu identifizieren. Vor diesem Hintergrund wird der Frage nachgegangen, unter welchen Bedingungen einem Erwerbseinkommen der Vorzug gegenüber dem Bezug von ALG II gegeben werden könnte. Wichtig ist dabei zum einen, dass Arbeitseinkommen dadurch belastet wird, dass Lohnsteuer, Solidaritätszuschlag und Sozialversicherungsbeiträge gezahlt werden müssen, zum anderen, dass das ALG II gekürzt wird, wenn ein Arbeitseinkommen hinzuverdient wird. Die daraus resultierende explizite und implizite Belastung ist von Bedeutung bei der Entscheidung über das Ausmaß der angestrebten Arbeit. Es stellt sich die grundsätzliche Frage, ob nicht generell die Aufnahme einer Niedriglohnarbeit gefördert werden sollte, um nachhaltige Anreize zur Bestreitung des Lebensunterhalts aus Erwerbseinkommen zu schaffen.
