Accessibilità e programmazione dei trasporti interregionali: una proposta di metodo

Abstract

Questa nota di ricerca presenta il lavoro di analisi svolto per la definizione di un indicatore di accessibilità nell’ambito della pianificazione e programmazione dei trasporti interregionali. Nonostante il concetto di accessibilità sia molto diffuso e popolare nell’ambito degli studi di mobilità sostenibile, la sua applicazione da parte degli enti preposti alla gestione dei sistemi di mobilità è alquanto limitata. Tra le principali ragioni che ostacolano una diffusione sistematica di indicatori di accessibilità vi sono sicuramente la complessità intrinseca nel concetto di accessibilità, che presenta una ampia varietà di valenze interpretative, e la conseguente difficoltà nel quantificarlo. Inoltre, le rilevazioni necessarie per gli indicatori che sono stati presentati in letteratura richiedono spesso dei sistemi di rilevazione molto articolati e approfonditi. Per questi motivi, nell’ambito delle analisi finalizzate allo sviluppo del progetto Crossmoby (Programma Interreg 2014-2020 V-A Italia – Slovenia) è stata formulata una proposta di metodo tesa ad integrare l’analisi di accessibilità nell’ambito della pianificazione e nella programmazione dei trasporti. Questa nota presenta le considerazioni di fondo, la costruzione dell’indice e del dataset, nonché l’applicazione sperimentale di tale indicatore alla tratta Trieste – Lubiana.
