This paper describes a framework for analyzing the micro-level impacts of macroeconomic adjustment policies on health, nutrition and education. The development of the framework has drawn heavily on the existing body of economic theory and the insights obtained from the previous empirical work. Utilizing this framework enables the study to examine the existing data to determine their usefulness in assessing micro-level impacts and to establish the additional work that needs to be done to obtain the necessary information for impact assessment.
