Abstract

Les travaux qualitatifs sur l'innovation dans les services se sont multipliés ces dernières années (pour un bilan de ces travaux, cf. notamment C. et F. Gallouj, 1996). Ils ont permis de rompre avec l'image des services réfractaires à l'innovation et de mettre en évidence les spécificités de cette innovation à la fois du point de vue de sa nature et de ses modes d'organisation. Depuis un certains temps, un besoin de quantification se fait ressentir. Il est sans doute légitime si, compte tenu de la place du tertiaire dans nos économies, on cherche à vérifier la validité statistique des résultats qualitatifs et leur éventuelle généralisation. Cet exercice s'avère cependant extrêmement difficile. Il aboutit à des résultats souvent contradictoires qui s'apparentent à " un casse-tête " et conduisent à s'interroger sur la validité d'une approche de l'innovation par l'enquête. Cette contribution méthodologique a plusieurs objectifs : -Recenser les différentes enquêtes consacrées à l'innovation dans les services, en mettant l'accent sur les enquêtes " institutionnelles " (initiées par des organismes nationaux ou internationaux). -Examiner les principales limites méthodologiques de ces enquêtes. -Mettre en évidence un certain nombre de paradoxes et de contradictions qui apparaissent lors de la mise en oeuvre de ces enquêtes. -S'interroger sur la validité de la méthodologie de l'enquête pour appréhender l'innovation dans les services ?
