Les permis négociables dans le secteur des transports

Abstract

Les marchés de permis (ou quotas) d'émission de polluants ont prouvé leur efficacité dans la maîtrise des émissions de dioxyde de soufre par les centrales électriques américaines, ou pour l'élimination rapide du plomb dans l'essence dans les années 80 aux Etats-Unis. En ce qui concerne les gaz à effet de serre, le système européen d'échanges de quotas d'émission de CO2 entre les installations fixes est opérationnel depuis 2005. Ce type d'instrument est-il applicable aux transports, quand on considère les nuisances qu'ils génèrent (congestion, bruit, pollution atmosphérique, gaz à effet de serre) ? Cet ouvrage présente le concept des marchés de permis, analyse leur pertinence pour les différentes nuisances du transport, expose quelques exemples d'application et passe en revue un certain nombre de propositions.
