Le déclassement dans les Fonctions Publiques d'Etat et Territoriale : une mesure à partir de la logique floue

Abstract

Une première partie de cette contribution aura pour objet d'étudier l'importance du recouvrement des employés des Fonctions Publiques d'Etat et Territoriale identifiés comme déclassés selon les différentes définitions. Le passage de ces réflexions à une quantification du déclassement dans les deux Fonctions Publiques nécessitera de construire une échelle capable de représenter les différentes dimensions constitutives du déclassement pour aboutir à une mesure de l'intensité du phénomène. Le travail proposé vise donc à construire, dans un deuxième temps, un indicateur multidimensionnel et continu du déclassement. La difficulté majeure concerne la traduction méthodologique de différentes approches en une échelle qui ferait le bilan de l'intensité du phénomène de déclassement. Cette approche fait écho aux travaux récents sur la mesure floue de la pauvreté (Cerioli et Zani 1990, Cheli et Lemmi 1995, Vero et Werquin 1997, Vero 2002). Leur est commune la réflexion sur la manière de dépasser une approche en terme de seuil et d'approcher un phénomène de manière multidimensionnelle. Mais, s'ajoutent d'autres difficultés liées aux spécificités du champ et de l'objet. Enfin, on s'efforcera de repérer et de classer les jeunes entrant dans la Fonction Publique à partir de la mesure proposée afin de mettre en regard les spécificités du déclassement dans chacune des deux Fonctions Publiques.
