Abstract

La situation communautaire se caractérise par une forte croissance de la production au cours des quinze dernières années qui est fortement remise en cause par la réforme de la PAC et les accords du GATT. Malgré l'importance du marché des huiles pour les graines de colza et de tournesol, l'avenir de ces produits et encore plus celui des protéagineux dépend de la demande en alimentation animale. La baisse des prix réglementaires des céréales, et donc le rapprochement avec les conditions du marché mondial en terme de rapport de prix protéine sur énergie, créent des conditions moins favorables à l'accroissement futur de la demande de ces produits dans l'Union européenne. Compte tenu de l'importance des phénomènes de substitution entre matières premières et des spécificités des divers pays, des résultats de calculs d'élasticités prix, directes et croisées, sont présentés pour la France et les Pays-Bas. Les évolutions de consommation enregistrées en France depuis la réforme de la PAC tendent à confirmer ces estimations. Cependant, certaines interprétations restent délicates en raison notamment, de la situation particulière du marché international des tourteaux.
