Pandemic performance

Abstract

We provide normative foundations for popular indicators of pandemic performance, based on the number of positive cases (infected), critical cases (hospitalizations) and deaths each country/region suffers. We apply our results to evaluate the impact of COVID-19 in major countries worldwide.
