Abstract

El presente informe describe y cuantifica los principales mecanismos de cohesi? social y territorial existentes en Espa?, analiza su incidencia sobre la distribuci? regional de la renta y su contribuci? a la nivelaci? de la calidad de los servicios b?icos, y propone algunos cambios en su dise? con el objetivo de mejorar sus propiedades de eficiencia y su adecuaci?a los principios constitucionales de igualdad, solidaridad y autonom?. La tesis central del tabajo es que el proceso de reformas auton?icas que ahora se inicia no deber? en ningn caso suponer la ruptura de los mecanismos existentes de cohesi? y deber? aprovecharse para perfeccionarlos.
