Die Global Governance-Qualität der internationalen Aid Effectiveness Agenda: eine theoretische Analyse und Bewertung der Systemreform der internationalen Entwicklungszusammenarbeit

Abstract

Die internationale Gemeinschaft hat in den vergangenen zehn Jahren eine umfassende, als Aid Effectiveness Agenda bezeichnete Reform der Entwicklungszusammenarbeit (EZ) vereinbart, die Prinzipien und Verfahren für ein möglichst wirksames entwicklungspolitisches Handeln festlegt. Es wurde sozusagen ein „Betriebssystem“ der internationalen EZ vereinbart, das in seinen Ambitionen und seiner internationalen Anerkennung beispiellos in der Geschichte der EZ ist. Die vorliegende Untersuchung betrachtet die Reform aus der Perspektive von Global Governance. Sie erlaubt es, die Agenda als das zu analysieren und zu bewerten, was sie ist, nämlich als deutliche Erweiterung des internationalen Ordnungsrahmens eines Politikfeldes. Hier geraten Aspekte ins Blickfeld, die in der bisherigen wissenschaftlichen Auseinandersetzungen mit der Agenda kaum thematisiert werden, die aber wichtig für die Beurteilung der Erfolgsvoraussetzungen und Umsetzungschancen sowie der erreichten Fortschritte der Agenda sind.
