Wachstumsperspektiven und wirtschaftspolitische Handlungsoptionen für Sachsen-Anhalt

Abstract

Sachsen-Anhalt durchlief seit den Wendejahren einen tiefgreifenden wirtschaftlichen und gesellschaftlichen Restrukturierungsprozess. Dieser wirkte sich positiv auf das wirtschaftliche Wachstum aus; allerdings bei insgesamt rückläufiger Beschäftigung. Schrumpfung und Alterung der Bevölkerung stellen eine der größten Herausforderungen für die weitere Landesentwicklung dar. Die künftige Versorgung der Wirtschaft mit qualifizierten Fachkräften stellt das wohl größte Problem dar. Hier kann das Land mittel- und langfristig nur durch vermehrte Qualifizierungsanstrengungen auf allen Stufen des Bildungssystems einen Ausgleich schaffen. Zusätzlich müssen die wirtschaftsrelevanten Standortfaktoren im Land verbessert werden. Allen voran spielen dabei die Infrastruktur sowie die Vernetzung der regionalen Wirtschaft (untereinander als auch zu Forschungseinrichtungen) eine herausragende Rolle. Die Wirtschaftspolitik unterstützt die wirtschaftliche Entwicklung im Land durch massiven Einsatz förderpolitischer Instrumente. In Zukunft ist jedoch von sinkenden Fördermitteln auszugehen. Vor diesem Hintergrund wird es darum gehen, die Anreizwirkungen unterschiedlicher Förderinstrumente stärker zu berücksichtigen und durch verstärkten Einsatz fondsgestützter und revolvierender Förderinstrumente eine Streckung der Mittel zu erreichen.
