Ausgestaltung der EU-Strukturpolitik der Förderperiode 2007 - 2013 in den nordwestdeutschen Bundesländern

Abstract

Die sehr unterschiedlichen Ausgangsbedingungen, Strukturen und Entwicklungstrends von Bevölkerung, Wirtschaft und Arbeitsmarkt in den nordwestdeutschen Küstenländern (Hamburg, Bremen, Schleswig-Holstein und Niedersachsen) erfordern eine differenzierte Ausrichtung der regionalen Struktur- und Entwicklungspolitik, insbesondere im Rahmen der EU-Strukturpolitik. Gleichwohl gibt es übergreifende und gemeinsame Herausforderungen und Interessen des nordwestdeutschen Raumes, die für ein in Grundzügen abgestimmtes Vorgehen sprechen. Vor diesem Hintergrund hat die ARLArbeitsgruppe 'EU-Strukturpolitik in den norddeutschen Ländern' der LAG Nordwest in einer vergleichenden Analyse die Unterschiede und Gemeinsamkeiten in der Ausgestaltung der regionalen Strukturpolitik (u. a. Zielsetzung, Strategie, Maßnahmen, Instrumente, Umsetzungsstand) herausgearbeitet und Empfehlungen für die nächste Programmplanungsperiode formuliert. Schwerpunkt der Untersuchung ist die EFRE-Förderung der EU. Es werden aber auch die Verzahnungen zu weiteren regionalpolitisch relevanten Politikfeldern und Förderinstrumenten thematisiert. Hierzu gehören u. a. die ESF-Förderung und der ELER sowie das klassische Instrumentarium der Bund-Länder-Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur (GRW). Die Analyse der spezifischen Programm- und Umsetzungsstrukturen in den einzelnen nordwestdeutschen Küstenländern sowie das Aufzeigen möglicher Handlungsansätze soll parallel zur laufenden Strukturfonds-Förderperiode als Grundlage für die Diskussion zur Weiterführung der strukturpolitischen Rahmensetzung der EU nach 2013 dienen und die besonderen Interessen der nordwestdeutschen Küstenländer herausarbeiten...
