Does ICT diffusion reduce poverty? Evidence from SAARC countries

Abstract

The present study aims to explore the relationship between ICT diffusion and poverty reduction in SAARC countries using panel data from 2005 to 2020. This study uses econometric techniques robust to cross‐sectional dependence (CSD) including Pesaran's CSD tests; second‐generation unit root test; Pedroni, Kao, Westerlund cointegration tests; CS‐ARDL, Driscoll‐Kraay (DK) standard error approach; and D&H causality test. The investigation is based on the ICT diffusion index constructed using principal component analysis (PCA). The study's major finding shows that ICT diffusion reduces poverty both in the long and short run, indicating the favorable impact of ICT on the development process in SAARC countries. Further, economic growth, financial development, and remittances all serve to minimize the poverty level. The causality test reveals bidirectional causation between ICT diffusion and poverty reduction. The study highlights the crucial role of ICT diffusion and selected economic variables in reducing poverty. The findings of the present research shall benefit policymakers to formulate appropriate policies and programs to improve the well‐being of people and enhance macroeconomic performance, which impacts both the societal and environmental development of a country. 本研究旨在使用2005‐2020年的面板数据,探究南盟国家中信息通信技术(ICT)扩散与减贫之间的关系。本研究使用一系列适应横截面相依性(CSD)的计量经济学方法,包括Pesaran的CSD检验;第二代单位根检验;Pedroni、Kao、Westerlund的协整检验;横截面自回归分布滞后模型(CS‐ARDL)、Driscoll‐Kraay(DK)标准误差法;以及D&H因果关系检验。该调查基于使用主成分分析(PCA)而构建的ICT扩散指数。本研究的主要发现表明,ICT扩散在长期和短期内都减少了贫困,这表明ICT对南盟国家的发展进程产生了有利影响。此外,经济增长、金融发展和汇款都有助于将贫困水平降至最低。因果关系检验显示,ICT扩散与减贫之间存在双向因果关系。本研究强调了ICT扩散和选定的经济变量在减贫方面发挥的关键作用。研究结果有助于决策者制定适当的政策和计划来改善人民福祉并提高宏观经济绩效,从而影响一个国家的社会发展与环境发展。 El presente estudio tiene como objetivo explorar la relación entre la difusión de las TIC y la reducción de la pobreza en los países de la SAARC utilizando datos de panel de 2005 a 2020. Este estudio utiliza técnicas econométricas robustas a la dependencia transversal (CSD), incluidas las pruebas CSD de Pesaran; prueba de raíz unitaria de segunda generación; Pruebas de cointegración de Pedroni, Kao, Westerlund; CS‐ARDL, enfoque de error estándar de Driscoll‐Kraay (DK); y prueba de causalidad D&H. La investigación se basa en el índice de difusión de las TIC construido mediante análisis de componentes principales (PCA). El principal hallazgo del estudio muestra que la difusión de las TIC reduce la pobreza tanto a corto como a largo plazo, lo que indica el impacto favorable de las TIC en el proceso de desarrollo en los países de la SAARC. Además, el crecimiento económico, el desarrollo financiero y las remesas sirven para minimizar el nivel de pobreza. La prueba de causalidad revela causalidad bidireccional entre la difusión de las TIC y la reducción de la pobreza. El estudio destaca el papel crucial de la difusión de las TIC y las variables económicas seleccionadas en la reducción de la pobreza. Los hallazgos de la presente investigación beneficiarán a los formuladores de políticas para formular políticas y programas apropiados para mejorar el bienestar de las personas y mejorar el desempeño macroeconómico, lo que impacta tanto en el desarrollo social como ambiental de un país.
