R&D Investments and Tax Incentives: The Role of Intra‐Firm Cross‐Border Collaboration

Abstract

U.S. multinational corporations increasingly use intra‐firm, cross‐border research collaboration to disperse R&D across different countries. This paper investigates the implications of such collaboration on the abilities of firms to garner benefits from R&D tax incentives. We find that the association between R&D intensity and tax incentives is three to five times larger when firms have extensive cross‐border collaboration connected to a country. We also find that the effect is stronger when local intellectual property protection is weaker and when local innovation resources are higher. Our results suggest that cross‐border collaboration helps firms achieve more tax‐efficient R&D investments both by reducing the nontax frictions posed by weak intellectual property protection and by increasing the nontax benefits of foreign R&D. Investissements et incitatifs fiscaux dans le domaine de la R‐D : Le rôle de la collaboration interne transfrontalière Les sociétés multinationales des États‐Unis misent de plus en plus sur la collaboration interne transfrontalière en matière de recherche pour répartir les activités de R‐D dans divers pays. La présente étude examine les conséquences de ce type de collaboration sur la capacité des sociétés à tirer profit des incitatifs fiscaux à la R‐D. Nous établissons que l'association entre l'intensité de la R‐D et les incitatifs fiscaux est de trois à cinq fois plus forte lorsqu'une société compte sur une vaste collaboration transfrontalière associée à un pays particulier. Nous montrons également que l'effet est plus marqué lorsque les mesures de protection de la propriété intellectuelle sont moins contraignantes et que les ressources locales en matière d'innovation sont plus importantes. Nos résultats donnent à penser que la collaboration transfrontalière aide les sociétés à faire des investissements en R‐D plus avantageux sur le plan fiscal en réduisant les frictions non fiscales suscitées par la faible protection de la propriété intellectuelle et en bonifiant les avantages non fiscaux des activités de R‐D à l'étranger.
