Abgeschwächter Arbeitsmarktaufschwung 2019 und der COVID-19-Schock im Frühjahr 2020

Abstract

Im Jahr 2019 schlug sich mit zeitlicher Verzögerung die Eintrübung der Konjunktur auf dem Arbeitsmarkt nieder. Der Arbeitsmarktaufschwung der Jahre 2017 und 2018 setzte sich nur abgeschwächt fort: Die Beschäftigung wuchs weiterhin, aber mit deutlich geringerer Dynamik. Die Abnahme der Arbeitslosigkeit verlangsamte sich zusehends. Mit dem Ausbruch der COVID-19-Pandemie und den folgenden Gegenmaßnahmen Mitte März 2020 endete der Aufwärtstrend abrupt. Die Arbeitslosigkeit schnellte schlagartig in die Höhe und erreichte Ende April ihr bisher höchstes Niveau seit dem Zweiten Weltkrieg. Die Einführung der COVID-19-Kurzarbeit verhinderte noch weitaus größere Beschäftigungsverluste. Dennoch wurde der höchste Rückgang der unselbständigen Beschäftigung seit den 1950er-Jahren verzeichnet.
