На основании эмпирического анализа 400 университетских уставов выделены три основные оси, позволяющие классифицировать университетские конституции: 1) ось независимости от учредителя; 2) ось коллегиальности - баланс власти между ректором и ученым советом; 3) ось федеративности - степень организационной децентрализации. Показано, как эти переменные связаны между собой и как их устойчивые комбинации образуют типы внутриуниверситетских политических систем - федеративный, унитарный, дуальный и управляемый, существовавшие и существующие в России. Вопреки распространенному мнению, что все различия между университетами могут быть сведены к их положению на шкале коллегиальности (модель товарищества) и менеджериальности (модель учреждения), авторы показывают, что, хотя государственные вузы со временем действительно стали больше похожи на учреждения, чем на товарищества, эволюция в разных измерениях происходила, видимо, независимо и под воздействием разных факторов.
