Abstract

[eng] Production theory under rationing : the case of milk quotas in the EC. . The concept of virtual or shadow prices associated with constrained netputs is used to derive the comparative statics of supply and derived demand response under rationing from producer behaviour before rationing. Emphasis is then put on the factors which determine shadow priees. The model is applied to milk quotas in the European Economie Com-munity in order to highlight some perverse effects due to supply management policies in agriculture. L'endogénéisation des prix duaux ou virtuels associés aux netputs contraints permet de caractériser la statique comparative des fonctions d'offre et de demande dérivée à l'équilibre avec rationnements sur la base de la connaissance du comportement du producteur à l'équilibre avant rationnement. Une attention particulière est portée aux déterminants de ces prix duaux. Le modèle est appliqué aux quotas laitiers dans la Communauté économique européenne afin d'analyser les effets pervers dus à l'utilisation de politiques de contrôle de l'offre en agriculture.
