Abstract

[eng] Telecommunication services: technical integration and economic differenciation. . In response to the growth of various telecommunication services in France, several dedicated networks were introduced in the recent past. In order to avoid the inefficiency due to duplicated Systems, the tendance is now to develop a universal network. However, the counterpart of such an integration is « adverse selection » : in the absence of price differenciation, the network might not to be able to attract some types of usage which could be efficiently gathered in. The coexistence of a public shared network and private leased lines (i.e. Unes dedicated to pairs of subscribers) raises the same type of issue : the pricing scheme may incite subscribers to prefer a private Une rather than the network, although social efficiency would prescribe to use the network. The above issue will be emphasized through simple theoretical models and pricing rules will be proposed, which lower the effects of adverse selection. La diversification des services de télécommunication a entraîné dans un passé récent la multiplication des réseaux spécialisés. La tendance actuelle, devant l'inefficacité engendrée par la duplication des systèmes, consiste à amorcer le développement d'un réseau universel. Cependant, la contrepartie d'une telle intégration est l'émergence du phénomène d'anti-sélection : sans différenciation tarifaire, le réseau risque d'être dans l'incapacité d'attirer certains usages qu 'il devrait pourtant écouler pour que l'efficacité soit assurée.. La coexistence d'un réseau public partagé et de lignes privées spéciali­sées (affectées en propre à deux usagers) pose le même type de problème : selon le signal tarifaire, un usager peut préférer une liaison spécialisée, alors que l'utilisation du réseau est plus efficace.. Nous illustrons ces problèmes au moyen de modèles théoriques simples et dérivons des principes tarifaires susceptibles d'atténuer les effets de l'anti-sélection.
