Política social a favor de la educación. El programa Va Segur@ de la Ciudad de México

Abstract

En condiciones de pobreza se debe atender no solo a los pobres sino también a quienes estén en riesgo de caer en la pobreza, como sería el caso de una familia que enfrentara un accidente a alguno de sus miembros y les representara un gasto catastrófico. En 2007, el gobierno de la Ciudad de México implantó el Programa Va Segur@ con el objetivo de brindar al alumnado en escuelas públicas de la ciudad, desde preescolar hasta media superior un seguro contra accidentes personales que pudieran ocurrir en la escuela o en el trayecto hogar-escuela. En este trabajo se presentan los resultados de un análisis del impacto de dicho programa en el bienestar familiar de sus beneficiarios, realizado con la ayuda de modelos econométricos aplicados a información proveniente de dos encuestas levantadas en 2011. Esos resultados sugieren que Va Segur@ ha evitado que las familias de los accidentados incurran en gastos catastróficos. / Under conditions of poverty, social policy must reach not only poor families but also those that are in risk of falling into poverty, including ones that incurr in catastrophic expenditures due to an accident which affects anyone of its members. The government of Mexico City launched in 2007 a social program called Va Segur@, consisting of medical and disability insurance for students at public kindergarden to upper-middle schools in the city, covering for accidents which could happen at school or in the way home-school-home. This paper presents the results of an analysis of the Program´s impact on the beneficiaries’ family welfare, realized with the help of econometric models applied to data from surveys conducted in 2011 among beneficiaries and their parents or tutors. The results suggest that the insurance associated with Va Segur@, prevents the beneficiaries´s families from incurring in catastrophic expenditures.
