Una evaluación de impacto del programa educación garantizada de la ciudad de México

Abstract

Estudios recientes confirman la existencia de una relación directa entre dificultades económicas y deserción escolar en las familias de las áreas en desarrollo. En 2007, el gobierno de la Ciudad de México implantó el Programa de Educación Garantizada, que promueve la retención escolar de estudiantes de familias que perdieron al miembro que proveía el sustento económico, a causa de fallecimiento o discapacidad total y permanente. En este trabajo se presentan los resultados de una evaluación del impacto de dicho programa en sus objetivos asignados, realizada con la ayuda de un análisis econométrico aplicado a información proveniente de dos encuestas levantadas entre beneficiarios del programa y entre sus ‘nuevos’ tutores en 2010 y en 2012. Se concluye que el programa ha sido exitoso al evitar la deserción escolar entre la población objetivo, y es bien evaluado por sus beneficiarios./ Recent studies confirm the existence of a direct relationship between economic difficulties and school abandonment among families in developing areas. In 2007, the government of Mexico City established the Guaranteed Education Program which promotes school attendance among students from families who have lost their main economic supporting member because of death or total permanent disability. This paper presents the results of an evaluation of the impact of that program on its assigned goal, carried out with the help of econometric analysis, applied to data gathered from two surveys con- ducted by the author among beneficiaries of the Program in 2010 and 2012. It is concluded that the program has been successful in preventing school abandonment among its targeted population, and is well evaluated by its beneficiaries.
