Vorschläge zur Differenzierung und Flexibilisierung der Löhne

Abstract

"Verstärkte Unterschiede in den Strukturen der Arbeitslosigkeit nach Qualifikationsgruppen, Wirtschaftssektoren und/oder Regionen gelten nach grundlegenden ökonomischen Modellvorstellungen als Effekte mangelnder Flexibilität oder von Nivellierungstendenzen der Lohnstrukturen. Ausgehend von dieser theoretischen Basis werden zunächst verschiedene Vorschläge zur Lohndifferenzierung in den drei vorgenannten Dimensionen (Vorschläge des Sachverständigenrats zur Begutachtung der gesamtwirtschaftlichen Entwicklung) systematisch dargestellt. Anschließend werden mehrere Vorschläge zur Flexibilisierung des Tariflohnsystems (u.a. Vorschläge der Gruppe des Kronberger Kreises und von Kieler Wissenschaftlern) systematisiert und aus ordnungspolitischer Sicht untersucht. Es folgt eine empirische Analyse zu drei relevanten Lohnstrukturhypothesen der Befürworter von Maßnahmen zur Lohnstrukturdifferenzierung bzw. - flexibilisierung. Die empirischen Analysen der Entwicklungen der Effektivlöhne in der Bundesrepublik Deutschland zeigen, daß 1. die These kartellbedingter Vereinheitlichung der Löhne (Tarifkartellthese), die besonders im Bereich der Löhne ungelernter Arbeitnehmer vermutet wurde, abzulehnen ist; 2. die These einer generellen Tendenz der Nivellierung der Effektivlöhne gleichfalls abzulehnen ist und die empirische Bedeutung der Anhebung unterer Lohngruppen in der Dimension von Qualifiktationsgruppen in der Literatur abschätzbar wird; 3. die sektoralen Lohnstrukturen eher eine theoretisch-normative als eine empirisch prüfbare Aussage bildet."
