Demanda de educación en las zonas rurales colombianas

Abstract

“En países en vías de desarrollo, la demanda de educación por parte de los hogares, ya sean urbanos o rurales, responde elásticamente a las condiciones económicas (Schultz, 1988).Colombia no escapa a esta característica. La convicción que se tiene de que a su vez, mayores niveles de educación de la población se traducen en un aumento del capital humano y por esta vía en incremento de la productividad del trabajo, de los ingresos y por ende del bienestar, ha llevado a que la elaboración y escogencia de las políticas educativas adquieran una gran trascendencia para apoyar el proceso de desarrollo en el mediano y largo plazo. No se trata simplemente de aumentar el gasto público en educación como proporción del PIB, para que se produzca el efecto buscado. Es necesario evaluar y escoger las mejores alternativas de política tendientes a lograr una mayor eficiencia del gasto en educación, entendiendo con ello el aumento del número de estudiantes y/o de la calidad de la educación, por unidad de gasto. Bajo esta óptica, para el caso colombiano parece relevante dar respuesta a los siguientes interrogantes sobre el contenido de las políticas educativas: ¿Qué es más eficaz: otorgar subsidios a la educación primaria, secundaria o universitaria?; ¿En cuanto al contenido, qué conviene más entre una ensenanza general o una especializada?; Dentro de los distintos sistemas de incentivos. ¿Cuál es más efectivo? ¿Qué sentido práctico tiene el precepto constitucional de obligar a todos los jóvenes hasta cierta edad, a asistir a la escuela y cuáles son los mejores mecanismos que puede utilizar el Estado para conseguirlo?”
