El balance estructural del gobierno central en Colombia

Abstract

En este documento se hace una descomposición del déficit fiscal observado del Gobierno Central en su componente cíclico y estructural para el período 1980-2002, utilizando la metodología estándar aplicada por el FMI y la OECD para los países desarrollados. En particular, se encontró que las medidas fiscales han tendido a ser pro cíclicas. Es decir, en épocas de auge, la política fiscal ha sido expansiva y no se observa una tendencia al ahorro, sino más bien al incremento del gasto. En épocas de recesión, la inexistencia de este ahorro y la dificultad de acceso al financiamiento en los mercados de deuda tanto interna como externa, que surge al tiempo con la misma recesión, obligan a un ajuste en materia de política fiscal.
