Globalisierung und Arbeitsmärkte : welche Auswirkungen haben Standortverlagerungen für Deutschland?

Abstract

Deutschland steckt in einer Umbruchphase. Der Trend zu Produktionsverlagerungen hat in den letzten Jahren in steigendem Maße auch mittelständische Unternehmen erfasst. Während die großen Konzerne auf Grund ihrer Ressourcen weltweit aktiv sein können, nutzen kleinere Firmen die osteuropäischen Nachbarländer, um international wettbewerbsfähig zu produzieren. Welche Konsequenzen hat dieser Abfluss von Kapital für die Arbeitnehmer in Deutschland? Die Integration der osteuropäischen Märkte in die Weltwirtschaft verspricht zwar insgesamt Wohlfahrtsgewinne. Jedoch gibt es innerhalb der Länder durchaus auch Verlierer: In Deutschland geraten durch die Konkurrenz aus Niedriglohnländern die Löhne unter Druck. In den Beitrittsländern passen sich die hohen Kapitalrenditen an das niedrigere Weltmarktniveau an. Der Beitrag zeigt auch, dass sich die Wohlfahrtsgewinne der Integration nur realisieren lassen, wenn die Märkte ausreichend flexibel durch Preisänderungen reagieren können.
