Abstract

In den letzten beiden Jahrzehnten hat das deutsche Hochschulsystem eine beachtliche Expansion erfahren. Da die Hochschulen in Deutschland überwiegend aus öffentlichen Mitteln finanziert werden, stellt sich die Frage, ob die öffentlichen Gelder gut angelegt sind. Während diese Frage nach neuesten Untersuchungen im Großen und Ganzen mit einem Ja beantwortet kann, stellen insbesondere die vermehrten Studienabbrüche eine Herausforderung dar. Zu den direkten Kosten für die öffentlichen Haushalte zählen die Mittel für die Bereitstellung von Studienplätzen. Daneben entstehen Opportunitätskosten durch entgangene Beitrags- und Steuereinnahmen. Sowohl die Kosten wie auch die Erträge hängen vom Steuer- und Transfersystem und von der Studiendauer sowie dem Studienerfolg ab. Am ZEW Mannheim wurden in dem vom BMBF geförderten Forschungsprojekt "Analysen zu Kosten und Erträgen von Fachwechsel und Studienabbruch" (AKEFS) die Nettoerträge und Bildungsrenditen für die öffentlichen Haushalte erstmals für erfolgreiche Studierende und für Studienabbrecher*innen abgeschätzt.
