Armutsvermeidung im Alter: Handlungsbedarf und Handlungsoptionen

Abstract

Dieser Beitrag diskutiert, warum wir künftig mit einem Anstieg der Alterarmut in Deutschland rechnen müssen. Trotz schwieriger Datenlage lassen sich bereits heute klare Anzeichen dafür erkennen, die im Zusammenspiel der Grundprinzipien des deutschen Rentensystems, vergangener Rentenreformen sowie der Entwicklungen im Erwerbssystem begründet sind. In einem zweiten Schritt wird gezeigt, welche prinzipiellen Handlungsfelder und Lösungsansätze zur Vermeidung von Altersarmut derzeit in der Diskussion stehen. Keiner davon ist ohne Schattenseiten. Eine Strategie, die an die bereits bestehenden Grundstrukturen des deutschen Alterssicherungssystems (systemimmanente Reformansätze) anknüpft, hat den Vorteil, sehr zeitnah sowie ohne in Konzepten mit Systemwechsel erwartbare Übergangs- und Implementationsprobleme umsetzbar zu sein. Eine Kombination von Maßnahmen zur Stärkung der Armutsfestigkeit in der Gesetzlichen Rentenversicherung könnte das Altersarmutsrisiko im Vergleich zu einer Fortschreibung der Status-quo-Situation deutlich zu reduzieren. Mit gezielten Veränderungen, so die These, wäre es möglich, auf neue, kollektive Sicherungsbedarfe und -lücken in der Sozialversicherung zu reagieren, ohne die Kosten eines Systemwechsels zu riskieren.
