Wie weiter mit der Besonderen Ausgleichregelung im EEG?

Abstract

Über die sog. Besondere Ausgleichsregelung wird die EEG-Umlage für stromintensive Unternehmen des produzierenden Gewerbes und für Schienenbahnen unter Verweis auf ansonsten drohende Wettbewerbsnachteile begrenzt. In der Folge steigen die EEG-Umlagelasten für nicht-privilegierte Stromverbraucher. Die mehrfach geänderten Regelungen stehen wegen mangelnder sachlicher Berechtigung und der ausgelösten Lastverschiebung in der Kritik und erneut zur Novellierung an. Doch wie sollte eine sinnvolle Reform aussehen?
