Eine wirtschaftspolitische Exit-Strategie aus dem Corona-Lockdown: Version 1.0

Abstract

Die durch die Bekämpfung der Corona-Epidemie verursachte Dämmung des gesellschaftlichen und wirtschaftlichen Lebens wird erhebliche wirtschaftliche Konsequenzen haben. Wichtige Be-reiche der Industrie und der Dienstleistungen sind ganz oder teilweise heruntergefahren wor-den. Eine Wiederaufnahme der Tätigkeit sollte so schnell wie möglich erfolgen, wenn die medi-zinischen Voraussetzungen dafür geschaffen sind. Dafür bedarf es einer klaren Exit-Strategie und einer Reihe von Schritten, die eine Wiederkehr zu alten Wohlstands- und Wachstumsdaten ermöglichen. Nach der Überlebenssicherung während der Krise durch verschiedene Liquiditätshilfen und Überbrückungskrediten gehört zum erneuten Anfahren der Wirtschaft vor allem der Neustart der öffentlichen Infrastruktur, insbesondere von Schulen und Kindergärten. Um ein abgestimm-tes Anfahren der komplexen Wertschöpfungsnetzwerke der Industrie zu ermöglichen, müssen klare Signale zum zeitlichen Ablauf gesetzt werden. Ein steuerpolitisches Aufbruchssignal und ein angebotspolitisches Wachstumsprogramm können einen wichtigen Beitrag für neue wirt-schaftliche Dynamik nach der Krise leisten.
