Wettbewerbspotenziale im Nahverkehr: Perspektiven und institutionelle Barrieren

Abstract

Aktiver und potenzieller Wettbewerb ist auf den Märkten für Verkehrsleistungen funktionsfähig. Dies gilt auch für den ÖPNV. Da defizitäre Universaldienste im Wettbewerb nicht spontan bereitgestellt werden, muss Art und Umfang die- ser Leistungen im politischen Prozess festgelegt und gleichzeitig auch ihre Finanzierung gewährleistet werden. Erforderlich ist dabei eine trennscharfe Schnittstelle zwischen der Bestellerfunktion (Aufgabenträger) einerseits und den Transportunternehmen (Auftragnehmer) andererseits. Eine Vorgabe der Bedienungsqualität zu einem politisch erwünschten Tarif impliziert keineswegs die gleichzeitige Übernahme der unternehmerischen Aufgabe. Diese sollte vielmehr im Rahmen eines Ausschreibungswettbewerbs vergeben werden, wobei gleich- zeitig der kostengünstigste Verkehrsanbieter ermittelt wird. Neben dem diskri- minierungsfreien Zugang zu Straßen und schienengebundenen Infrastrukturen ist auch eine Regulierung der Sicherheitsstandards im öffentlichen Personennahverkehr unerlässlich.
