Versorgungssicherheit und Universaldienste in Netzen: Wettbewerb mit Nebenbedingungen?

Abstract

Die Konzepte der Universaldienstziele und der Versorgungssicherheit führen nicht nur zu einer polit-ökonomischen Konvergenz innerhalb des allgemeineren Konzepts der Dienstleistungen von allgemeinem ökonomischen Interesse, sondern rufen trotz der unterschiedlichen Wurzeln ähnlich gelagerte Fragestellungen hervor. Abschnitt 2 behandelt den Referenzpunkt der unsubventionierten Bereitstellung von Universaldiensten und Versorgungssicherheit am Markt. In Abschnitt 3 wird die Instabilität interner Subventionen in geöffneten Netzsektoren aufgezeigt. Abschnitt 4 untersucht die Nebenbedingung des politisch erwünschten Umfangs defizitärer Leistungen. Dabei wird insbesondere auf die zentralisierte versus föderale Bestellerfunktion der öffentlichen Hand und die Ausgestaltung eines Universaldienstfonds eingegangen.
