Finanzierung von FTI-politischen Missionen in Österreich

Abstract

Die öffentliche Forschungsfinanzierung ist im internationalen Vergleich in Österreich sehr hoch, konzentrierte sich bislang aber stark auf themenoffene Finanzierung, während etwa Forschungsförderungen zur Unterstützung bestimmter Themen oder zur Lösung gesellschaftlicher Probleme traditionell nur gering ausgeprägt waren. Auch Beispiele für eine missionsorientierte Budgetierung, die konkrete Leistungsziele innerhalb eines bestimmten Zeitrahmens setzen würde, finden sich derzeit noch kaum. Die bereits in Umsetzung befindlichen auf EU-Ebene vereinbarten Missionen werden daher neue Aspekte in das österreichische Forschungsförderungssystem einbringen, die die schon anhand der neuesten Budgetdaten erkennbare deutliche Erhöhung von öffentlichen Mitteln für thematisch orientierte Programme (etwa Klima, Energie) verstärken werden.
