Promuovere forme di occupazione stabile. I nuovi incentivi universali

Abstract

LÕarticolo si occupa del nuovo strumento di incentivazione, introdotto dalla legge n. 190/2014, delle assunzioni in forma stabile. A partire da una breve ricognizione del sistema degli incentivi alle assunzioni quale asse portante delle politiche del lavoro italiano, lÕautore si sofferma sullÕanalisi delle caratteristiche specifiche del nuovo strumento. Rispetto a quelli introdotti in precedenza, esso si differenzia per il carattere di universalitˆ e per il perseguimento dellÕobiettivo di promuovere lÕoccupazione stabile, a fronte della netta preferenza negli ultimi anni per le assunzioni a tempo determinato. Nelle considerazioni finali richiamato il tema del metodo di valutazione della nuova misura, in previsione della sua replica nei prossimi anni.
