Abstract

En France, plus de 750 000 enfants naissent chaque année. Si l’école maternelle les accueille à partir de 3 ans, le problème de la garde des enfants plus jeunes reste entier1. Après la guerre, la prédominance du modèle « familialiste », symbolisé par l’homme au travail et la femme au foyer, évinçait de facto tout dilemme sur ce point. L’aide publique consistait à favoriser les familles mono-actives (allocation salaire unique...). À partir des années 1960, l’irrésistible progression de l’activité féminine à plein temps (qui est une spécificité française) a mis à mal ce modèle traditionnel, soulevant ainsi la question : qui doit garder le jeune enfant ? (...).
