One of the main problems of the Russian market of asset management is the inertial character of its development, and for the segment asset management for individuals, mostly for collective investment, even stagnation. Despite the growth of welfare of the population, the gradual satisfaction of the basic consumer demands and the preservation of the relative stability of Russian economic development, the share of Russian citizens that uses the tools of investment accumulation, rather small. Activation of purposeful work of the state and business entities in their popularization and increase of their quality will allow to increase public interest in this type of savings. As the experience of economically developed countries, this will enable to implement the most important social mission of the state to increase the welfare of the citizens due to the growth of capitalization of the national economy, which is achieved by involving in economic circulation of personal funds of citizens with their subsequent efficient allocation between economic entities through financial institutions.
