Improving the Relationship of Government Programs, Long-Term Programs and Departmental Target Programs During the Transition to Program Budgeting Principles

Abstract

In 2013 in Russian Federation, on the federal level started active phase of transition to forming of federal budget on program basis. In the close perspective similar transition on the other levels is expected. But in spite of experience of program budgeting in Russia now there is no scientific basis of implementation of this process, including mechanisms of usage of state programs in budgeting process in the new format. Therefore the main goal of this transition is to increase of social and economic effectiveness of expenses. Key advantage of program approach comparing with traditional budget based on resource expenses is increasing of budget stability and effectiveness of activity of public authorities that characterizes presence of tighter connections of budget with strategic aims of development.
