Concentración horizontal en un ambiente regulado. El caso de la distribución de electricidad en el Area Metropolitana de Buenos Aires

Abstract

Al momento de la privatización, la empresa pública (SEGBA) fue separada horizontalmente en tres empresas: dos cubriendo el área del Gran Buenos Aires (EDENOR y EDESUR) y otra cubriendo un área de menor concentración demográfica cerca de la Ciudad de La Plata (EDELAP) . Las dos primeras son distribuidoras de gran envergadura con alrededor de dos millones de clientes cada una. La regulación impuso limitaciones a la propiedad conjunta de estas empresas e inclusive prohibió la transferencia de la propiedad durante los cinco primeros años de la concesión.
