Abstract

A preceding working paper defined the operational situational picture as a construct with seven characteristics. It left open what happens when machine-based methods take over part of its production. This paper closes that gap and treats the connection in both directions: what models contribute to the situational picture, and what the situational picture contributes to governing the use of models. The contribution consists of three parts. First, a thesis on the direction of automation effects: automation does not remove the attentional scarcity that limits the construct, it relocates it. As the marginal cost of signal generation falls, the burden shifts to verifying what has been generated. Second, a reference architecture of five layers and one cross-cutting concern, with a delegation boundary drawn into it. Third, a delegation grid crossing the seven characteristics of the construct with the four function classes of automation research, assigning a permissible level of autonomy to each cell. The grid yields a non-obvious finding: the delegation boundary is a property of the task stage, not of the characteristic. It runs between information analysis and action selection, and it does not run straight. A meta-analysis of 106 experimental studies reports performance losses of human-AI combinations precisely on tasks involving decisions, and gains on tasks involving content creation. That dividing line falls in the same place. The characteristic carrying the highest recurring cost is also the most fully delegable, whereas the characteristic that assigns meaning is bound one stage earlier. For the construct this shifts the weight among its characteristics. The reliability disclosure, the weakest evidenced characteristic in the preceding paper, becomes load-bearing under model use and expands from disclosing data quality to disclosing mode of production. Six propositions record the effect claims as testable conjectures, each stating whether evidence from adjacent fields supports it, contradicts it, or is absent. For one proposition the evidence runs counter, and this is disclosed as such. The paper is conceptual and contains no original empirical study.
