Réaménager l’espace routier d’Accra : La promesse d’une ville plus accessible, durable et inclusive

Abstract

En réaménageant ses rues en faveur des piétons et de modes de transport plus durables, Accra a l’opportunité de combler certaines lacunes de son système de transport en matière d’accessibilité. La coordination de la gouvernance urbaine par une autorité métropolitaine de transport (Metropolitan Transport Authority) peut accompagner une expansion rapide efficacement en repensant l’espace routier pour y intégrer des systèmes de bus offrant plus de services, développer l’usage de modes de transport non motorisés, et compléter les options existantes. Cette note explore différents scénarios de réponse aux problèmes d’accessibilité, d’embouteillages et de l’augmentation de la pollution et des émissions. Autant d’investissements qui peuvent être mis en œuvre progressivement, en fonction des besoins et priorités d’Accra. L’analyse privilégie une approche centrée sur l’accessibilité, avec l’amélioration de l’accès aux zones mal desservies et loin des services de base. Il ne s’agit toutefois là que d’une option parmi d’autres, dont l’observation du trafic. L’idée est de proposer un cadre de réflexion politique pour des systèmes de transport plus accessibles, inclusifs et durables, argumenté par des données quantitatives et qualitatives.
