Impact des politiques d'offre de travail sur le chômage dû à l'inadéquation formation-emploi

Abstract

Basé sur les récents outils d’analyse de l’inadéquation formation-emploi (Zerbo, 2014), ce travail s’est fixé pour objectif d’analyser l’impact des politiques d’offre de travail sur le chômage dû à l’inadéquation de la formation et l’emploi. Il a montré que pour un niveau donné d’inadéquation formation-emploi et pour un niveau donné du coût relatif du travail peu qualifié par rapport au travail qualifié, l’impact des politiques d’offre de travail dépend du degré de sensibilité des salaires et de l’investissement à l’offre de travail. Moins les salaires et l’investissement sont flexibles par rapport à l’offre de travail qualifié et à la qualité de l’offre de travail peu qualifié, plus les politiques d’offre de travail sont susceptibles d’être efficaces en matière de réduction du chômage dû à l’inadéquation formation-emploi. Inversement, plus les salaires et l’investissement sont flexibles par rapport à l’offre de travail qualifié et à la qualité de l’offre de travail peu qualifié, plus ces politiques sont susceptibles d’être inefficaces. Based on the analysis tools of the training-employment mismatch (Zerbo,2014), this work aims to analyze the impact of labor supply policies on unemployment due to training-employment mismatch. It showed that for a given training-employment mismatch level and a given level of relative cost of low-skilled labor to skilled labor, the impact of labor supply policies depends on the sensitivity of wages and investment to the labor supply. The less flexible are wages and investment with respect to the supply of skilled labor and the quality of low-skilled labor supply, the more labor supply policies can be effective in reducing unemployment due to the training-employment mismatch. Conversely, the more flexible are wages and investment with respect to the supply of skilled labor and the quality of low-skilled labor supply, the less effective are labor supply policies.(Full text in french)
