Habitação Social Brasileira: Análise E Reflexões Sobre Domicílios Com Inadequação Edilícia

Abstract

No século XX, a industrialização, a rápida urbanização, o êxodo rural e o crescimento populacional, somados às políticas neoliberais, aos cortes em investimentos públicos e à ausência de planejamento urbano inclusivo, transformaram as cidades brasileiras, gerando segregação socioespacial, desigualdade e desorganização urbana. A autoconstrução tornou-se uma alternativa de moradia para grupos de baixa renda, resultando em habitações inadequadas nas periferias e favelas, com impactos ambientais e problemas de saúde pública. Apesar das políticas sociais de habitação, a demanda por reformas em habitações inadequadas permanece elevada, especialmente entre os mais pobres. Dados do Déficit Habitacional e da Inadequação de Domicílios até 2022 indicam que 26,5 milhões de domicílios urbanos apresentam algum tipo de inadequação, sendo 12,2 milhões, em sua maioria autoconstruídos, com inadequações edilícias. Estima-se que mais de 34 milhões de brasileiros vivam em condições insalubres. Este artigo, fruto de pesquisa de doutorado da autora, em andamento no Programa de Pós-Graduação em Arquitetura e Urbanismo da Universidade de São Paulo, analisa dados da Fundação João Pinheiro (FJP) e propõe reflexões e diretrizes para enfrentamento do problema, com foco nos domicílios com inadequação edilícia. Conclui-se que a integração de investimentos em reformas habitacionais, com apoio técnico e financeiro, pode contribuir para reduzir impactos sociais e ambientais e fortalecer políticas municipais de melhoria habitacional.
