Diagnóstico da Previdência Social no Brasil : O que foi Feito e o que Falta Reformar ?

Abstract

Em que pese o fato de que nos últimos anos o maior componente de déficitprevidenciário nas contas do Governo Central esteve localizado no âmbito das contasdo funcionalismo, e observando a tendência de evolução dos dados, nota-se que é noINSS que se concentrou a maior fonte de aumento das despesas com aposentados epensionistas. De fato, a despesa previdenciária do INSS aumentou de 2,5% do PIBem 1988 ? ano de aprovação da então ?Nova Constituição? ? para quase 5% doPIB em 1994 ? quando foi lançado o Plano Real ? e 7,3% do PIB estimados para2004. As razões desse fenômeno estão ligadas à benevolência das regras deaposentadoria, ao impacto do aumento real do salário mínimo e ao baixo crescimentoda economia. Modificar essa tendência requer mudar a Constituição, com destaquepara a necessidade de: a) estabelecer uma idade mínima para aposentadoria; b) rever aregra diferenciada que favorece as mulheres; e c) eliminar a vinculação entre o saláriomínimo e o piso previdenciário. O trabalho apresenta um diagnóstico dodesequilíbrio previdenciário no Brasil; sugere um conjunto de propostas para atacar oproblema; e estima a evolução da despesa do INSS em diferentes situações. During the last years, the most important cause for the social security imbalance wasthe difference between revenues and expenditures related with retired people of thepublic administration. However, looking to the trends of the data, it is clear that thesource of increase of total social security expenditures was the INSS, which increasedfrom 2.5% of GDP in 1988?when the then ?New Constitution? was approved?toalmost 5% of GDP in 1994?when the Real Plan was launched?and an estimated7.3% of GDP in 2004. The reasons for this phenomena were associated to theretirement rules; the impact of the real increases of minimum wage; and the lowgrowth of the economy. To change this trend requires changing the Constitution,with emphasis to the necessity of: a) define a minimum age to retirement; b) reviewthe rule favorable to women; and c) eliminate the linkage between the mimimumwage and the social security floor. The paper presents a diagnosis of the social securityimbalances in Brazil; suggests a set of proposals to attack the problem; and estimatesthe evolution of the INSS expenditures under different circumstances.
