Abstract

Au fil des ann es, le d ficit dans la fourniture des services publics s est accentu en R publique d mocratique du Congo. Ce qui a justifi une panoplie de r formes ayant notamment port sur la bancarisation, le rajeunissement, la ma trise des effectifs et de la masse salariale, la restauration du concours, la relance de l cole nationale d administration, la r vision du statut du personnel de carri re des services publics de l tat et des cadres organiques, etc. Malgr ces efforts, les r sultats escompt s tardent se produire. Ce working paper apporte une contribution la litt rature existante en montrant comment l administration publique congolaise continue de subir les effets pervers de l instrumentalisation des conflits ethniques et des rivalit s des acteurs tatiques qui se battent pour tirer profit des ressources que procure l exercice des fonctions publiques, en se livrant une conomie informelle des fonctionnaires. Au-del des discours officiels, la r forme en cours d exp rimentation depuis plus de deux d cennies a davantage accentu la fragmentation de cette administration publique, et d bouch sur la reproduction d un mode de patronage ou de client lisme politico-ethnique fortement d centralis du sommet de l tat la base. tous les niveaux, les dirigeants politiques et les fonctionnaires se caract risent par une ambivalence et une politique de l autruche.
