Politique de l’autruche et fragilité chronique de la réforme de l’administration publique en République démocratique du Congo

Abstract

Au fil des années, le déficit dans la fourniture des services publics s’est accentué en République démocratique du Congo. Ce qui a justifié une panoplie de réformes ayant notamment porté sur la bancarisation, le rajeunissement, la maîtrise des effectifs et de la masse salariale, la restauration du concours, la relance de l’École nationale d’administration, la révision du statut du personnel de carrière des services publics de l’État et des cadres organiques, etc. Malgré ces efforts, les résultats escomptés tardent à se produire. Ce working paper apporte une contribution à la littérature existante en montrant comment l’administration publique congolaise continue de subir les effets pervers de l’instrumentalisation des conflits ethniques et des rivalités des acteurs étatiques qui se battent pour tirer profit des ressources que procure l’exercice des fonctions publiques, en se livrant à une économie informelle des fonctionnaires. Au-delà des discours officiels, la réforme en cours d’expérimentation depuis plus de deux décennies a davantage accentué la fragmentation de cette administration publique, et débouché sur la reproduction d’un mode de patronage ou de clientélisme politico-ethnique fortement décentralisé du sommet de l’État à la base. À tous les niveaux, les dirigeants politiques et les fonctionnaires se caractérisent par une ambivalence et une politique de l’autruche.
