Abstract

Die geplante Senkung der Umsatzsteuer auf Speisen in der Gastronomie sowie die Anhebung der Entfernungspauschale sind aus mehreren Gründen nicht zu empfehlen. Zum einen sind die Haushalte der Gebietskörperschaften - wenn man vom Sondervermögen für Infrastruktur und Klimaneutralität und der Bereichsausnahme für Verteidigung absieht - sehr angespannt. Zusätzliche Maßnahmen mit negativen fiskalischen Auswirkungen sollten daher nur dann ergriffen werden, wenn sie eindeutig dem zentralen Ziel dienen, die deutsche Wirtschaft auf einen nachhaltigen Wachstumspfad zu bringen. Bezüglich dieses Ziels sind die hier betrachteten Maßnahmen des Steueränderungsgesetzes 2025 nicht prioritär. Sie begünstigen zudem Haushalte mit hohem Einkommen. Es wird empfohlen auf diese Maßnahmen zu verzichten.
