Jak przyspieszyć transformację energetyczną w budynkach wielorodzinnych?

Abstract

Transformacja energetyczna budynków wielorodzinnych w Polsce postępuje zbyt wolno ze względu na niską stabilność i dostępność instrumentów wsparcia, niedostosowane przepisy prawne w zakresie wspólnotowego rozliczania produkcji energii z OZE oraz skomplikowany i przestarzały proces decyzyjny. Sytuacja ta hamuje redukcję emisji i podnosi koszty energii dla milionów mieszkańców. Jako odpowiedź na te bariery rekomendujemy m.in.: zwiększenie zachęt dla właścicieli budynków wielorodzinnych, którzy dotychczas nie korzystali z programów wsparcia, ułatwienie wspólnotowego rozliczanie energii w miastach oraz zwiększenie zaangażowania mieszkańców w podejmowanie decyzji.
