Kombilohn in Hamburg: Befristete Lohnsubventionen mit nachhaltigem Erfolg

Abstract

"In Hamburg wird ein befristetes und auf Langzeitarbeitslose ausgerichtetes Kombilohn-Modell bereits seit 2002 erfolgreich eingesetzt. Arbeitnehmer und Arbeitgeber werden dabei gleichermaßen gefördert; die transparente und einfache Ausgestaltung erhöhen ebenfalls die Akzeptanz des Instruments. Neben der durchgängig hohen Inanspruchnahme konnte nun auch ein nachhaltiger Beschäftigungseffekt auf die Teilnehmer empirisch nachgewiesen werden. Der Vergleich mit geeigneten Kontrollgruppen zeigt, dass Kombilohn-Teilnehmer bessere Wiedereingliederungschancen haben. Das gilt selbst dann, wenn die Maßnahme vorzeitig abgebrochen wird. Allerdings ist der Erfolg bei Teilnehmern, die bis zum Ende durchhalten, noch deutlich größer. Die positiven Beschäftigungseffekte einer Teilnahme konnten auch bei Teilzeitbeschäftigten und Zeitarbeitern festgestellt werden. Eine maßnahmebegleitende Qualifizierung - die allerdings selten genutzt wird - erhöht den Eingliederungserfolg zusätzlich. Auch wenn regionale Erfahrungen nicht uneingeschränkt übertragbar sind, liefert diese Untersuchung doch wichtige Hinweise für den flächendeckenden Einsatz befristeter Kombilöhne."
