Abstract

"Two German job centres under the Social Code II were allowed to plan their work over the course of a three year period instead of annually. In this study, IAB reports results from the evaluation of this model project. We find a tradition of multiannual planning already at place in the two Jobcentres before the start of the project. This holds true with regard to the organizational level and on the level of assisting long-term recipients of financial benefits. The practical work in both job centres focuses on a biographical approach to enable a transition to the labor market. In the model project, new approaches, methods and procedures were tested for a clientele that demands long term support. Participants critically assessed the fact that no additional financial resources were granted, and the continuation of yearly budgeting and target agreements under the Social Code II."
