Indikator gesteuerte Verteilung von Eingliederungsmitteln im SGB II : Erfolgs- und Effizienzkriterien als Leistungsanreiz?

Abstract

"Mit der Einführung der Grundsicherung für Arbeitsuchende hat der Bund die Finanzierung der Leistungen zur Eingliederung in Arbeit für die Leistungsempfänger nach dem SGB II übernommen. Die Verteilung der Haushaltsmittel auf die 439 Leistungsträger in Arbeitsgemeinschaften und optierenden Kommunen findet über einen Indikator statt, der den Finanzbedarf der Träger in Abhängigkeit vom regionalen Anteil der erwerbsfähigen Hilfebedürftigen und dem regionalen Problemdruck in den Kreisen berücksichtigt. Im ersten Teil des Aufsatzes wird der Indikator zur Verteilung der SGB II-Mittel für aktive Arbeitsmarktpolitik vorgestellt, der für die Verteilung der Eingliederungsmittel 2005 und 2006 verwendet wurde. Im zweiten Teil werden Möglichkeiten und Probleme für eine Weiterentwicklung des Indikators zur Berücksichtigung von Erfolgs- oder Effizienzkriterien als finanziellem Leistungsanreiz für die Träger diskutiert. Zu erwarten sind Korrelationsprobleme zwischen der bisher verwendeten Grundsicherungsquote als Problemdruckindikator und möglichen Erfolgs- und Effizienzindikatoren. Daher wird eine Erweiterung der Verteilungsformel um einen relativen Erfolgs- oder Effizienzindikator vorgeschlagen und entwickelt." (Autorenreferat, IAB-Doku)
