毎勤データ修正の生産性分析への影響

Abstract

本稿は、「毎月勤労統計調査」(毎勤)データの修正が、企業レベルの生産性分析に及ぼす影響を定量的に検討する。その結果によると、第一に、平均的には計測される生産性への量的な影響はわずかだが、ごく少数ながら比較的大きな生産性の修正が生じる企業がある。第二に、労働時間修正前後のデータを併用して生産性上昇率を計測すると、一貫して修正前のデータだけを用いるよりも計測誤差が大きくなる傾向がある。第三に、企業特性と生産性の関係についての過去の実証研究の結論が、今般の毎勤データの修正によって定性的に覆る可能性はほとんどない。しかし、生産性向上が重要な政策課題となる中、エビデンスに基づく政策形成のため、2011年以前の毎勤データについても可能な限り再集計が行われることが期待される。
