Abstract

Syftet med föreliggande rapport är att beskriva metoder för att vid anbudsvärdering i offentlig upphandling ta hänsyn till både pris och kvalitet. Rapporten har ett särskilt fokus på tillgänglighet. Vid offentlig upphandling är kvalitetsdimensionerna oftast flera och kan vara kopplade direkt till föremålet – egenskaper hos föremålet – eller särskilda hänsyn. Särskilda hänsyn kopplas i regel till ambitioner inom miljöområdet, tillgänglighet, sociala aspekter, innovation och små- och medelstora företags förutsättningar i offentlig upphandling. Rapporten är skriven på uppdrag av Myndigheten för delaktighet (MFD). Viss del av framställningen är generell medan exempel utgår från upphandlingar där tillgänglighet utgör en del av kravställningen. De metoder som presenteras och de slutsatser som dras är dock generella och tillämpliga vid andra upphandlingar än de som presenteras i rapporten. Rapporten kan med fördel användas i utbildningssyfte. Författarna ansvarar för rapportens innehåll.
