Abstract

Compte tenu du niveau d'incertitude, de la complexité des problèmes d'environnement et de la distribution des savoirs entre de nombreux acteurs, les pouvoirs publics n'ont plus les moyens, ni les connaissances suffisantes, pour construire unilatéralement un cadre réglementaire. Dès lors, il ne s'agit plus tant pour eux de négocier avec les industriels, que de construire une coopération dynamique autour d'un projet d'innovation, c'est-à-dire de mobiliser les acteurs autour de contrats révisables et de dispositifs de pilotage adéquats. Cela passe, à la fois, par une activité de terrain continue visant à mieux coller aux exigences d'un processus en cours et, en complément, par un effort accru de prospective visant à éviter les travers de politiques sectorielles mal coordonnées et potentiellement contradictoires.
